Absolutely.
If I had any idea that I 'might' want a skeg in a boat, I'd build it in as I went.

I could always cover the slot with duct tape and then glass over if I didn't want to use the skeg at all, or just leave it - though unused skeg slots can tend to accumulate sand and small pebbles which jam the skeg in place.

For retrofitting, a 'factory made' skeg would be my choice - there would still be plenty of challenges even then.
