I will most likely not install it but I may decide to cut out an oversize slot in the hull and fill it with epoxy just in case I decide to install it later.

If it were my build,I wouldn't bother with the slot filled with epoxy. I would pay a lot of attention to the location (and size) of the rear hatch, though. You don't want the skeg 'in the hatch opening' but having it close certainly makes working on it easier. I've done a few repairs on glass boats with leaks around the skeg box and it can be an awkward stretch if it's far from the hatch.
