Strip: varnish problem

i am trying to finish my petrel project and put down the first coat of varnish (Interlux Schooner Varnish). no problem.

about 18 hours later, i then lightly sanded and started to wipe down with lacquer thinner....and i could see very quickly that it 'curdeled' the surface.

i stopped pretty quick and simply sanded that and dusted it off.

i did a quick test of varnish on another part of the sanded varnish...and can quickly see that the varnish is curdling too.

i am thinking, that the first coat of varnish simply is not cured/dried enough (even though iit appears hard/dry)....and this may be due to the fact that i was varnishing in a closed (heated) garage.

i have opened the garage now (its up to 50 degrees today).

while i am sorting this out myself, does anybody have any sense of what's going on here?
