Sorry to belabor this but I want to be sure I have it right. So the deck area on the baidarka stern isn't different from anything else - in all cases, you first glass the deck in the normal way, one layer of cloth and then enough coats of epoxy to fill the weave. You then glue down the veneer, feather the edge of the veneer, then apply an additional layer of cloth over the veneer, then coats of epoxy to fill the weave plus sanding to feather the edge of the glass?

The baidarka tail deck is the only exception.

Since the tail deck is a separate piece fit it to the main deck, then apply the veneer overlapping the edge of the previously glassed main deck. Then sand the veneer and glass over and onto the main deck.

The basic idea is to protect other surfaces from damage, scrapes, glue run out while working on the veneer.

The veneer/main deck joint can be difficult to get perfect. This is where the copper tape can cover sins.
