I built a Petrel out of Redwood, I used slightly less than 3/16" thick strips with two layers of 3.25oz cloth inside and out. It came in at I think 32#.

I'd go 3/16" or less again, plenty strong, easier to bend and bevel. When you do your skeg, leave more clearance than I did. First time I dumped in the surf (hard) the skeg jammed and it took a long time to free it up. Here's my build, sorry it's on another site (I didn't know better back then)
