To keep the boat at racing weight, start with putting it on a scale in dry condition. Lost of modern sprint kayaks are below minimum competition weight, it might be the same with canoes. As far as I know a C1 has a minimum weight of 16 kg (I may be wrong, I have little experience with racing canoes). If you boat is lighter you have some leeway in the finish.
I think your best bet is sanding, but don't use coarse grit paper.
