IMHO, not a good idea.
It will take a long time to pull the water out with vacumn and you will never know if you really got is dry.

Sand the glass off past the delamination on both sides, making a taper in the remaining glass edge.
Use light bulbs (real ones not LED, etc) to apply heat.
Don't put them real close, you do not want to separate the good glass from the boat by over heating.
Leave it like that for a fairly long time. Sorry I don't have an exact suggestion.

What you really need is a moisture meter for wood - which I don't personally have.

Dry it out as much as you can, reglass (with epoxy) the exposed wood.
Sand to smooth out the overlapping glass and revarnish.

Good as new, but not a magic fix. Sorry
