The Twin Star is a good example, Rob states right off that the stern can be modified so a rudder can be added. Also say that in the hands of experienced paddlers that a rudder might not be necessary.

I'd expect that most builders of tandem kayaks wouldn't be experienced paddlers, most prefer two singles, so at least the ability to mount a rudder on a 21' long boat probably is a good idea.
