So is epoxy conductive? Assume that is what killed the motor?

No, it is an insulator. As Paul said it could mess with the commutator. It could just glue the brushes to the commutator, but if you were able to take it apart that probably isn't the case.

If you can find the epoxy, you could sand it off with some emery paper.
