i think you can approach the sequencing several ways.

fwiw, i build the hull and deck prior to glassing.

that said, i think the most important thing is keeping the hull and deck on the frames to keep them in the shape they are supposed to be and to minimize time off the frames especially while only one side of the hull or deck is glassed.

when only one side is glassed and you don't support the structure with the frame, there can be significant warping of the hull or deck....especially if your build transits different temperature/humidity regimes. this can make it very hard to get it all lined when the frame is not there if the hull or deck has changed shape signifcantly.
