Strip: final resin coats

I have been really happy with System Three Silver tip resin and only have the last couple of coats left. I'm using the recommended rollers and Rob's method to generate a no run coat, the last was really the first successful coat without runs. I notice that there are spots where it appears that the resin is almost resisting the base, this was the previously 60 grit sanded surface. I tip the coat off but notice small holidays here and there where the thin layer didn't take. This is almost like the surface is too slick, though it shouldn't be. I cleaned, prepped, the surface with a 3m scrub pad and water this last time but it still happened. Thoughts?
