Generally, there are other factors, if you make a design shorter, to maintain a similar stability it has to be wider. So just scaling a plan won't do that and if you just made it wider to compensate you then have a brand new untested design.

Since Nick already has a 14' Great Auk, you might look at that plan instead of just scaling the original. If it's a matter of the cost of the plans, the plans are the inexpensive part of building the boat, going cheap there is bad economy.
