Strip: exposing the weave

I have kayak building books from four authors. If I understand what they are all saying, when sanding epoxy to prepare for varnishing it is okay to expose the weave, but not to cut into the weave. Would you agree with that?

I'm working on my first stripper, but previously built two S&Gs. All are (or will be) bright finished. Both of the S&Gs are heavier than their designer claimed. I've always thought that I didn't sand or scrape enough epoxy off of them.

At least one of the books I'm using now states: "Don't worry about the white spots of cloth showing . . . they'll wet out with the varnish." On my S&Gs, heavy as they are, there are spots I can see in the sunlight where the weave pattern is visible. Is that what I can expect at every location where I can see the weave now on the current project? Should I plan to add another coat of epoxy, then sand again?
