Don't the plans have the waterline marked on each form?
DWL is a 'standard' thing to mark on plans.
The designer is Rob Mack?
Perhaps if you put up a pic of one form plan it would help to see what's been provided by the designer.

I found a pic of one of Rob Macks' plan sheets- is this the same style as yours?

If the 'amount of rocker' measurements are given, you can establish a reference line which will be parallel to the waterline by subtracting the rocker amount from an arbitrary distance, and measuring up from the bottom of the form.

However, you can set up the forms properly with just the centerlines and the 'rocker' distances; using waterlines is more traditional. (There are pretty good reasons for some traditions, IMO.)

If the form spacings are irregular, things are more difficult as well. Make sure you are measuring to the 'working face' of the form - the face which will be controlling the strip - this changes at the widest point of the boat.
