If it's light weight, the wheels don't necessarily have to go inside, lashed to the deck will work nearly as well. Might be a little drag on a roll but shouldn't be impossible.

I've got a small commercial cart and the wheels are too small, hard to roll it on anything other than hard paved surfaces. Bigger diameter wheels are definitely better.
