I can't answer your questions but I am designing something to haul two boats at a time around at shows. While looking for ideas I have been searching Google and I have have seen lots of good ideas for DIY carts like what you want. Try this link.

If I were looking for a cart to stow inside my boat while I paddle, I hate to say it, but I think I would go with one of the commercial models. After seeing a couple I am pretty impressed with them. They break down easy and would store inside a small hatch. I am more impressed with those than than the DIY models and I much prefer to do it myself.

But it depends on what you want it for and how you will use it. I can't find anything that will do what I want. So I am going to have to make it.
