These boats are cored fiberglass or sandwich construction, the inner and outer layers of glass have most of the strength and the wood interior is basically a fiberglass core (the wood is better than foam or balsa normally used so takes a bit of the load.

If there is a gap in the glass, there is no strength there, you really don't want it at the sheer where you're attaching the hull to the deck. Also very difficult to keep the core water free if you don't have a continuous fiberglass membrane on both sides.

Epoxy is a great glue, but it doesn't have the strength glass epoxy.

If you built the boat like a canoe, where the hull is intended to carry all the loads and the deck just keeps the water out, then perhaps not glassing the deck to the hull would be ok.
