If I were to make a minor repair to cracked gel coat and the damaged fiber glass on a production kayak using epoxy with silica and some white dye would it last??

Yes. By "white dye" I assume you mean white pigment. The pigment should provide the UV protection instead of varnish. Colored gel coat is just polyester resin with pigment. Pigmented epoxy resin is pretty much paint and should be as good as gelcoat.
