well....i thought i would write back after the advice and after i did the bulkheads. here is the approach i took. i may have mentioned that the hull and deck had not yet been joined. so i may a pattern for each half and basically worked each bulkhead hullside first then deck side. in the night heron there is a lot of curvature where the bulkheads are (particularly the front bulkhead)....so doing it this way allowed me get the bulkhead fitting almost perfectly fore and aft. after that, i temporarily taped the hull and deck and made some final adjustments. after i permanently join hull and deck....i expect they will be almost as perfect as they are in the temporarily taped.

important to mark each bulkheads fore and aft side so that you don't accidently work the wrong side.

i also settled downand took a lot of time, was patient and worked it only a millemeter or two at a time once i started getting close.
