Water and solvents will not wet-out glass as well as thin epoxy.

I agree- I was (pleasantly) surprised when most of the damaged glass 're-wetted' when I repaired a S&G Arctic Tern recently. I did add light glass over, but it was a lot less cosmetic work than I'd anticipated.
I was using warm WEST 105/207, which I wouldn't describe as a low-viscosity epoxy.
