One possible (good IMO) reason to use internal and external stems on a strip boat is that it allows you to make the ends a bit 'blunter' (i.e. bigger radius than 3/16").
Sharp ends can be a hazard when you're around swimmers/kayaks in rough conditions. And, of course, the sharper the end, the easier it is damaged in an impact.
