Could the skeg box I have be easily modified for the two cable set up?

My guess (if it is anything like the KS skeg I bought) : 'No'

Is there a design out there?

One proven design for a rope skeg is by Bjorn Thomasson- it could be modified to use cable (though I wouldn't do so.., and I certainly wouldn't run two cables in one housing, as I'd be guaranteed to get them twisted...).
