What weight are they using to measure deflection?

I believe the deflection is the "deflection until failure" so the weight at failure is the weight they are using to measure deflection.

in other words for the 3/16" x 1 layer 4 ounce is deflected 0.85 inches when it fails with 162 pounds of force.

A "failure" is when the test panel starts to fail which is usually pretty sudden as shown in the curves below, but can sometimes be more drawn out as shown in some of the other test sample shown here: http://www.guillemot-kayaks.com/Building/Testing/
