Also regarding the quantity of fiberglass cloth needed for a 17 foot kayak: I am calculating roughly 5 kayak lengths - 2 layers for the outside of the bottom of the hull, 1 layer for the inside of the hull, and one layer for each side of the deck.

That seems to me like a lot of cloth, but it depends on the width of the cloth, whether you want to use 'scraps' or only full lengths, etc. (It also depends on the volume of the boat - big boats need more cloth width...)
You can always find a use for leftover glass; if you are paying for shipping it makes sense to buy extra vs. not having enough.

The book recommends two layers on the bottom for extra abrasion resistance.

Some folks use double layer only on the hull bottom (aka 'football' - aka 'rugby ball' ;-) ) - this assumes that you will be thoughtful enough to run your boat directly over rocks rather than approach them from the side...
Are you talking about double 4oz cloth layers or ??

Finally, when applying two layers of cloth, do you wet out one layer and immediately apply the second layer while the first one is still wet,

I wouldn't try that- it's very difficult to get cloth draped smoothly on a wet surface.

or do you allow the first layer to dry, scuff sand and then apply cloth and re-wet?

That's a possibility - if you are applying the 2nd layer fairly promptly, you can probably skip the scuff sanding. If there's a delay between layers, I'd advise a warm water scrub (to remove any amine blush) before scuff sanding.

Depending on the cloth you are using, it is sometimes possible to spread both layers dry, and wet them out together. You do need to do some experiments to make sure your cloth & epoxy will do this easily.

If you haven't done glass work with epoxy before, I'd suggest doing some smaller jobs before glassing the hull (glassing wood bulkheads?). It also helps (a lot) if you can enlist somebody to pump and mix epoxy for you.

There are lots of good descriptions of different methods for glassing - look online or pick up a copy of Ted Moores KayakCraft' or 'Canoecraft'... or just ask here.... ;-)
