Inside my tent it gets up to 70 degrees easily enough, even in winter, but it doesn't get all that cold here in Ireland. Outside temps would be well above freezing most days, even in mid winter. I get the temps up to 70 and just let the incorporated thermostats hold it there.

I wouldn't try heating the whole workshop with those little heaters. Too expensive.
