We're all talking about slightly different things, I think. ('Whut we have hyuh is a failure to communicate', as the man said in the movie....)
a)Paddle park - a place to quickly secure your paddle while underway, so that is is 'ready for action'. Useful when changing gloves, getting a drink or snack, or during a 'nature break' involving the 'relief zipper' on your drysuit....
Often just tucking the paddle shaft between your PFD/Tow line and the spray deck can be enough.

b)Paddle park - a place to secure your paddle so that it can be carried along with the boat, usually used off the water.

c)Paddle holder - a place for securing your spare paddle

d)Other 'paddle management' spots - places/techniques to put your paddle somewhere when you need hands free when rafted up, or during a T-rescue, for example. (Bungies that can grab a paddle easily, or various paddle leash systems, for example...)

You do need to think these things through, and practice them, IMO.
Expert paddlers seem to have little trouble keeping their working and spare paddles managed; for the rest of us.......

you can see the problems in rafting up two boats without deck lines. Paddle parks might have helped at some point as well.

Fortunately there was a spare paddle which was quickly deployed- one advantage of the Greenland paddle is that it can easily be slipped out of the bungies when needed, without getting hung up. For 'regular paddles' - get rid of those useless 'drip rings' - they don't stop drips and they get hung up on the bungies!
