The way we have been rigging our ones for decades. No need to touch the rudder cables/lines when adjusting the pedal position. From the rudder, the lines go through the top of the pedals (freely), down the pedals (front) and round either the pedal hinge pin/axle or some fitting in line with that hinge pin, and from there to the bulkhead or front of the pedal track.

As the pedals hinge (as you push on one pedal and lift off the other), the distance from the front attachment point to the hinge pin and from there to the top of the pedal does not change. From the top of the pedal to the rudder does change, so moving the rudder.

Adjusting the pedal position in the kayak, the lines move round the hinge pins and through the top of the pedals to the new setting point.

I always use a centre track, mounted on the keelson (meaning along the bottom centre of the kayak). The pedals are on a platform moving on the track and from the platform, going aft, a length of webbing. This is locked down by a camlock just in front of the seat.

A new/different sized paddler reaches in and releases the camlock, sits down (possibly pushing the pedals forward if they are taller), pulls back on the webbing strap and then locks it once the pedals are against their feet.
