Strip: bevel line or internal stem?

Hello, I have another quandry, of course. I have these little stem pieces that follow the outline of the bow and stern forms. The directions say "bevel line -or- for internal stem cut line". So... Do I trace the outline of these pieces onto the bow and stern forms and bevel to the edge (which is what I think I'm supposed to do) or do they attach to the outer edge of the end forms (this is shown in the book, I think, but so is the beveling)?
