I would lean towards painting. Stripping off old glass would be a real pain and not worth it when it is a ply hull and you don't have the depth of wood veneer. It has already been sanded and may get thin around chines. That could look blotchy and irregular.
I have painted a number of hulls and lean towards light colors as paint needs a much better surface underneath. Have done three dark kayaks and each time found that it takes a few trips around it with epoxy fairing compound to get it nice. I can make a good case for off the shelf oil paint. Roll and tip with a brush.
