I bought a few sheets of cheap luan from the depot several years back. It was 1/4 ", three plays. It was recommended for bathrooms. I thought I'd give it a try. I built an 18 foot dory with it which is still going strong after 3 years (the design is poor, it is the most tender craft I've ever been in but rows fast). I just built a kayak for a friend and he is sanding and finishing it. The biggest problem is that the outer laminations are so thin that you are relegated to a painted finish. If your seams aren't perfect or you sand even a tad too much you see the light inner core. On my dory I left the finish bright and painted the exterior as the back side of the sheets are a lighter color wood. I got the ply so cheap and it has no voids that I could find. It is a bit tougher to work with and doesn't bend as smoothly as 4 mm but it is cheap. The dory has proven to be durable and has much larger spans that a kayak. Just my two cents. I would be unafraid to build another with this ply if I wanted a painted kayak.
