The green tape and blue tape have different purposes...

Original masking tape is not UV stable, and therefore can't be left in place. The adhesive is rubber based.

Blue tape was created for extending the amount of time it could be left in place. It was also a less tacky adhesive that didn't peel up previous paint nearly as bad. Uses a latex based adhesive.

Now they have orange, blue and green. Orange is for delicate surfaces (really low tack). Blue is for general purpose, and green is the newer "advanced multi surface" with a thicker amount of adhesive that allows a better seal against the surface. Remember, all of these tapes were intended for use as masking materials for painting.

Ahh those wonderful adhesive engineers at 3M. Always making up something specific for a specific job.
