I looked through my records to verify the information below.

In August 1994 Jay came by my shop in Massachusetts to try out my kayaks and bought my "Panache" plans. After that, he contacted me several times asking me to draw lines for a lower volume version of this kayak. I told him all he had to do was to lower the sheer line. I visited him at his home in Connecticut and we talked about
boat building.

Jay lists the Outer Island as 18' x 21" on his webpage. The Panache is 18' 4" x 22-1/2"

How the Outer Island varies from the Panache, other than in a higher sheer line and volume, you'd have to ask Jay.
