What temperature and humidity is the shop? If it's cool and/or gets cold at night, it can take quite awile for the varnish to harden. Also might want to read Rob Macks guides for construction on his Laughing Loon site, not all varnishes are compatable with epoxy. Another thing, have to make real sure there is no blush on the epoxy before you varnish, nothing sticks to blush and if it's there the varnish will never cure.

Between coats of varnish you only want to sand to 180-220, any more and there's not enough "tooth" for the varnish to bond to and the layers won't stick to each other.
