This was my approach for my granddaughter.

PVC pipe is fixed in place under deck far enough back to allow her to paddle. A smaller pipe extends through that fitting in the hull and the floats are attached to the ends. PVC pipe also runs through each float to allow them to be adjusted in as the need for them is reduced.

A few stainless steel self tapping screws make it easy to remove the whole thing for transport.
