Personally, I don't believe that the different lengths has much to do with a boats suitability for a beginner. There are some trade-offs however:

Generally, and it's a big generalisation, a shorter boat will be slower & more easily turned, whereas a longer boat will be faster but harder to turn. However 14' isn't long by kayak standards at all so I'd suggest you aim for the 13' or 14' models. The extra capacity of the 14' model may be welcomed.

A rudder isn't a 'must have' by any means as a good paddling technique can more than substitute. However, in the event of windy/choppy conditions a rudder sure can make life much more enjoyable.

The other poster's suggestion of purchasing a used kayak for your first is a good one 'coz your tastes will certainly change.
