You need to build yourself a boathouse. No cars allowed inside it at all. Look at plans for sheds and expand them to a suitable length and width.

You can put up a post frame or 4x4s set in concrete-filled holes, and cover the walls with plastic sheeting, or something more durable. Wattle and daub, or chopped branches and concrete/cement/plaster, are inexpensive options. Even bales of straw with a stucco exterior will work. The roof is going to be the biggest cost. First summer you can use a tarp, but it is unlikely a tarp would hold any snow load come winter, so save your money and put up stringers you can nail cedar shakes to. Or, go more conventional with plywood, tar paper, and asphalt shingles. Insulate, insulate.

They sell portable carports which are fabric covered and look like WWII quonset huts, or hoop houses. You can make the same things from curved frames of firring strips, and sheathe them with lauan plywood. paint the roof with elastomeric roofing material.

The floor can be dirt, or you can pack down some fine gravel screenings mixed with portland cement, and sprinkle the mix with water for a bit more durability.

Or make yourself a yurt. Fabric walls and the foldable wood frame allow you to transport it. Tell people it is a temporary tent, and since it isn't anchored to the ground it probably gets around a lot of building codes.

You are creative. Get out of the garage and into your own doghouse--Umm, I mean boathouse.
