I haven't done this, but I'll bet that spreading the wires on your cable end and bedding the spread wires in epoxy inside a cavity would provide an attachment stronger than anything you are likely to attach it to on a kayak. One of the available (some years ago, I confess) rigging ends for sailboat shrouds depends on bedding spread wire ends in a tapered steel socket. As I recall, it achieves 100% of the cable strength. It would be lighter than any other way of doing the job because the cable does not have to be doubled to form a loop, and no extra metal sleeves or cable ends are required.

This would only work if you didn't mind having the cable end anchored solidly to the skeg or rudder. If you need it to hinge at the attachment point, you would need an appropriate fitting.
