Attached is CLC's suggestion for deck rigging which is a good starting point.

I use rope on the perimeter and bungee for all of the other deck rigging, all 1/4“ diameter. Each of my kayaks have slightly different deck rigging layouts. In addition to holding the paddle for the paddle float rescue, having rigging to hold the paddle in the outrigger configuration is good to free both hands when bilge pumping, securing your skirt or eating lunch in bouncy water.
