I think the issues that you suggest are very real, and I think the risk is manageable. Young kids can panic, but so do adults. It takes training to fix that problem. I'd be even more concerned if the kid had her own boat. Practicing wet exits in a controlled environment with a qualified instructor can help alleviate the risks.
