Hi Charles,
You don't have to get the cloth to lay over the inside stem. I imagine you are speaking of that area on the bottom of the hull.
Just cut slits in the cloth to conform to the shape, epoxy and afterwards trim.
I would try to put the cloth up into the bow as far as you can.
Believe me, you need every bit of strength you can get if you stand it on its nose in strong surf or it comes off the roof rack at speed.
