True enough, here in Ilinois oil based house paint is banned, can't be sold here. If I drive 10 miles to Wiconsin I can buy all I want.

It's the VOC's so that only low VOC paint can be sold, several states have that ban.

It's illegal to ship paint into areas with the ban btw, the shippers won't take it.
