If you apply the next coats before the first one is fully cured, you get a chemical bond rather than just a mechanical bond. All the layers of epoxy are effectively one layer instead of separate layers glued to each other.

As well as that, if left to cure completely, some epoxies will produce a waxy coating called amine blush which needs to be scrubbed off if the next layer is to stick.
