The picture never came through when I posted my first response. After taking a look at the pic I agree with Bryan you need to fix this the right way. There is no way that the fractures are only in the gelcoat and a few in the pic look as if they have started to lift the gel around them. This will only get worse quickly as water is getting under the gel and the gel will start to break off.
Really fixing it right isn't that difficult but wear dust protection when grinding the gel off it will make a huge cloud.
