Reasons not to do so:
1) Sealing off two feet of storage so you can't access it = wasted space.
2) Sealing it means there is no way for air pressure to equalize in those chambers, could cause premature failure of the fiberglass due to excess flexing.
3) Sealing it off means there is no way to access the area for repairs if ever necessary.
4) Your fore and aft bulkheads and hatches provide larger buoyancy chambers. The hatches should be water-tight and secure.
