Do your recess around the cockpit if your using one. Then sand your deck.

After this it is up to you. I do the coaming recess and vertical risers first and then glass the whole deck as a unit, others do the recess around the coaming and then glass the deck and recess, after which they install the risers.
You can use strips for both the recess and the risers like Uncle Nick outlines in his book, works very well and is forgiving. When doing the recess, run every 7th strip clean across the hole to provide stability and keep things level. Other guys like using thin plywood, I can't comment as I have always used strips.
