I defintely see what you're saying about different people having different criteria that they would judge by. And that is actually the problem I found that led me to this post. I could find people that would say "skin X is pretty tough, and easy to apply, etc". That tells me that the skin is not overly weak, but nothing that helps me choose between skin X and skin Y. However if that person had said "skin X is easy to apply, and it is much tougher than skin Y that I have used before". That would provide me with some useful information. It may not be completely accurate due to all the reasons you mentioned in your post. But it would at least give some perspective into what that one person thought of the skin.
