Can't give you an exact size for the drill bit, but something slightly smaller than the shock cord. I practiced on a scrap piece of wood.

To make the cord easy to stretch and pull through the hole, pull out some of the rubber strands from the lead end of the shock cord. Then stretch the braided covering on the cord to make it slim. I rolled tape around the narrow end to make a nice needle. Then just stretch as you pull it through the holes.
