Not sure I understand the question. The board in the pic is both quarter-sawn and plain-sawn, just depends on which face you look at.

Since I use a 7.25" Freud Diablo rip blade on my table saw (please see http://mysite.verizon.net/NGC704/newOI/ , scroll down a bit), the first thing I do is rip 2x4's, 4x4's, etc., to manageable sizes for "true ripping". I mean, when new boards are thicker than the blade stands tall, I rip in two passes, making sure to keep the same side to fence for minimal "step" error. Next thing I do is check out what the grain is doing, and it determines my next steps towards taking "what I got" down to strips.

As for finished strips, quarter-sawn grain on the face generally looks most "professional", and is also easiest to work with all things considered. Plain-sawn strips have that problem of uneven sanding due to fluctuating hard-soft-hard grain pattern.
