I have seen it take up to 3 days for the first coat to dry in a shop at 20 degrees. At just 14 degrees it might take a few more days. I would try to increase the shop temperature for a day or two and see what happens. Subsequent coats have always dried in the normal time period but again that is in a 20 degree shop. Go to the Epifanes website and click on "Advice" then click on "Common Problems" for further information.

It IS drying--in the way varnish dries
Varnish doesn't "dry", it "cures"
