( It's my 2nd kayak, )
I even did the WalMart seat thing.
The grove for the skirt is cut on a table saw.
It's an old trick where ya feed the wood through at a
slight angle, the arc of the blade cuts a curve or an eliptical
arch, then all the other cuts are done normal on the saw.

: My combing is somewhat simular to the way Dave built his. Daves looks faster
: and better if you have a tool to cut the grove for the skirt. It helps to
: have a disk table sander to quickly put the angles on the many pieces as
: you progress around the cutout.
